The article does point out that Permanent Secretaries (these are the civil servants who actually run the ministries) were not appointed. David Opiyo writes on the increase representation of women onto the new cabinet 'Seven women land top posts', including Ms Sally Kosgei a former High Commissioner to London as Minister of Higher Education, Science and Technology and a former head of the Public Service Commission.
